Lynsay Sands - some like her some don't but I love her humor and characters
Victoria Dahl - Somerhart trilogy
Karen Marie Moning - Highlander series (especially Kiss of the Highlander, The Dark Highlander, The Immortal Highlander) - you can read them in order but it is not that significant
Sandra Hill  - Viking Series I

My favorite book of Emma Wildes is An Indecent Proposition. You also have Ladies in Waiting Series and Notorious Bachelors Series that I like too  ;D
I love all books of Eloisa James, it's hard to tell a favorite. You have A Kiss at Midnight, When Beauty Tamed The Beast or The Duke is Mine that are part of the fairy tale series. Try the Desperate Duchesses Series and the Duchess Quartet too.  ;)

In my opinion the best historical romance EVER is The Bronze Horseman, Tatiana and Alexander and then Summer Garden.  It is a trilogy.  If you search they are posted on this site.  You will not be disappointed.

If you already haven't, you should definitely try Surrender to the Devil by Loraine Heath or Olivia Parker's At the bride hunt ball. Those are both very emotional and intense love stories.
Something similar are:
What I did for a duke - Julie Ann Long,
Private arrangements - Sherry Thomas,
Forbidden love - Karen Robards,
Gabriel's woman -  Robin Schone,
Reckless - Anne Stuart.

I like the rich detail she puts into some of her historical romances such as :

Enslaved
A year and a day
Undone

When it comes to historical romances, I've read and liked Julie Garwood, Johanna Lindsey and Elizabeth Lowell along with some of the other authors that have been suggested above.  A lot of books by these authors are already on STP, so I won't post them here unless I can provide something specific that can't otherwise be found.  One you don't see very often is Elizabeth Lowell's, Reckless Love.  It's not really a ballgown kind of historical romance, but it packs a pretty good punch. 

I also really liked Jude Deveraux's older historical romances (Counterfeit Lady, River Lady, Lost Lady, Highland Velvet, The Lyon's Lady, etc.), but am not as partial to her newer stuff. 

It's hard to choose favorites out of so many, but Lisa Kleypas', Then Came You was wonderful.  Given your post, you've probably already read that one but if you haven't give it a try.  It's already posted on STP.
